51爆料 is proud to launch Pathways to Prosperity: Strategic Reform 3.0, a bold, future-focused 5-year strategic plan (2025-2030) designed to transform
lives. Also referred to as Reform 3.0, the plan is a redesign of how Southwest defines success for students.
This includes how we structure our systems and prepare students to complete their
academic journey to thrive long after they graduate, by providing them Pathways to
Prosperity.

Southwest will focus on four high-impact Reform 3.0 Initiatives to strengthen our workforce programs and increase the number of students transferring into four-year degree programs. The planning and implementation of these initiatives are guided by campus administrators, faculty and staff committed to the success of Reform 3.0.
Terika Hughes, Director of Career Training, serves as the Director of Strategic Initiatives
coordinating reform execution, facilitating collaboration among teams, and ensuring
alignment between day-to-day initiatives and long-term strategic goals.
Below are the four Reform Committees and Auxiliary Committee that will guide the planning and implementation for the new strategic plan:

Scope: Leads the development of performance dashboards, tracks key performance indicators, and ensures reforms are data-informed and outcomes-driven. Serves as support to the other committees.
Each committee monitors annual progress and provides data-driven updates through performance dashboards and annual strategic plan reviews.
SWOT is an acronym for Strengths, Weaknesses, Opportunities, Threats. To adequately prepare our 2025-2030 Strategic Plan, we need your input about the College鈥檚 SWOT. To provide a space for you to do this, the Director of Strategic Initiatives, Terika Hughes, will host a listening session focused on the scope of each Strategic Planning committee. A special thanks to workforce professional, Mr. William H. Gary, III, for serving
as the moderator of our 10 SWOT listening sessions. And thank you to the dedicated
co-leads of our Strategic Planning Committees.
Eight of the SWOT listening sessions had an in-person and a virtual option. One session
focused on the student voice, 4 sessions provided an opportunity for employees to
give input on the committees鈥 focal points, and 5 sessions were dedicated to our external
partners.
We appreciate the input received from every participant. We learned from them that
Southwest is doing many things right, some processes should be reconsidered, and there
is room for the College to grow. We reconnected with businesses, met new supporters,
and there is a revived interest in the innerworkings of the College.
The committees will now analyze data and submit a report to the Director of Strategic Initiatives. She will then prepare a comprehensive report with data points, common themes, suggestions, and other information relevant to our 2 reforms, which are:
- Strengthen Workforce Programs; and
- Increase Transfer to Bachelor鈥檚 Degree Programs. The director鈥檚 report will be shared with the President and her Executive Team.
The President and the Executive Team will evaluate the report and reference it as they prepare the College鈥檚 2025-30 Strategic Plan. Stay tuned for more information about Pathways to Prosperity: Reform 3.0.
Reform 3.0 will now define student success by the paths students take once they graduate from Southwest. Post-graduate success will include obtaining high-opportunity careers, transferring to high-opportunity bachelor's degrees, and securing employment with family sustaining wages.
Leaders across Southwest are dedicated to the success of the Reform 3.0 strategic plan and will monitor progress through five key Presidential Metrics:
- Increased enrollment in high-opportunity programs
- Increased high-opportunity credential completion at all levels
- Increased graduate employment in high-opportunity fields of study
- Increased attainment of family sustaining/living-wage careers
- Increased transfer into and bachelor鈥檚 degree completion in high-opportunity programs of study
